From 1985 to 1987, American journalist Edward Serotta travelled around Romania, photographing the harsh realities and Jewish life in the communist country. The Securitate secret police followed him – and took photographs of him taking photographs. Forty years later, the film brings the two sets of images together, revealing the absurd and sometimes comic mechanics of surveillance.

Von 1985 bis 1987 reiste der amerikanische Journalist Edward Serotta durch Rumänien und fotografierte den Alltag und das jüdische Leben im kommunistischen Land. Der Geheimdienst Securitate folgte ihm – und fotografierte ihn beim Fotografieren. Vierzig Jahre später bringt der Film beide Bildarchive zusammen und legt die absurden, bisweilen komischen Mechanismen der Überwachung offen.
